Summary:As the recessionary environment of the 1980s has given way to a greater degree of macroeconomic stability in the Latin American and Caribbean region, poverty reduction efforts have become increasingly focused on developing human resource programs as a strategy for enabling the poor to participate in and benefit from economic development. Successful poverty alleviation requires efficient, long-term growth which effectively utilizes the skills of the poor, coupled with the adequate provision of social services so that the poor are healthy and capable of responding to the needs of the labor market. This two-pronged approach toward poverty reduction should be supplemented by a system of transfers to those individuals incapable of providing for themselves, such as the old and the sick, as well by the selected implementation of social safety nets to protect the most vulnerable groups from possible income-reducing shocks. These recommendations rely heavily on the role of human resources development as a foundation for poverty reduction efforts. It is therefore appropriate and timely to examine the status of human resource issues, policies and programs in the Latin American and Caribbean region in order to develop an overview of what has been achieved, what is currently being addressed and what remains to be done in the future.
