Este congreso resumía los principio y las doctrinas políticas sobre lo que los Estados Unidos de América se habían construido, eran por un doble motivo, ampliamente conocidos en las Provincias Unidas del Río de la Plata. En razón de las relaciones comerciales mantenidas desde cincuenta años atrás entre los dos pises y las relaciones diplomáticas que ya había sido establecidas entre ellos. Los Estados Unidos eran la mas antigua república americana, de modo que fue natural que cuando el pueblo argentino decidió declarar independencia de su país, mirase hacia los Estados Unidos y siguiera su ejemplo.
