Summary:Cultural dissemination is an essential function of universities, transmitting scientific knowledge and those emanating from societies;  however, in the Mexican context, historically, this action is not a priority for governments and institutions due to the low political profitability that it represents, therefore it has been hindered by challenges of various kinds, even though due to their  institutional nature, universities must disseminate culture. The purpose of the article is to analyze the economic, political,  institutional and social challenges faced by public universities in Oaxaca, Mexico in this function. This is a qualitative, cross-sectional  study, with a descriptive analytical scope, taking six public universities as units of analysis. The information was collected by  administering an interview guide to the people responsible for this substantive function; the research instrument was built from  theoretical analysis. The results reflect that the main obstacles faced by Oaxacan universities in their cultural function are found in  the institutional and economic spheres, highlighting the low priority given to the cultural sector and the low levels of financial  investment.
