In Argentina this dynamic has occurred at the subnational level. The province of Córdoba has been the place where conservative strategic litigation by civil society organizations has been most systematically deployed in the country, against the local implementation of national norms on sexual and reproductive rights. In this context, feminism in Córdoba has developed important organizational networks among legal activists and health professionals, who carried out a process of institutionalization and regulatory creation from below, working between the national and municipal levels, in the face of the blockade at the provincial level due to judicialization. This article analyzes this process, and argues that the federal organization of the judicial power in the country contributes to the development of legal strategies of both movements and countermovements at the subnational level. |

La dinámica entre movilización y contramovilización, que es una característica de los movimientos sociales contemporáneos, en América Latina se ha dado especialmente en el área de los derechos sexuales y reproductivos, y en las últimas dos décadas ha tenido como sitio privilegiado el campo legal. En la Argentina esta dinámica se ha producido en el nivel subnacional. La provincia de Córdoba ha sido el sitio donde se ha desplegado más sistemáticamente en el país el litigio estratégico conservador por parte de organizaciones de la sociedad civil, contra la implementación local de normas nacionales sobre derechos sexuales y reproductivos. En este contexto, el feminismo en Córdoba ha desarrollado importantes redes organizativas entre activistas legales y profesionales de la salud, que llevaron adelante un proceso de institucionalización y creación normativa desde abajo, trabajando entre el nivel nacional y municipal, ante el bloqueo en el nivel provincial debido a la judicialización. Este artículo analiza ese proceso, y argumenta que la organización federal del poder judicial en el país contribuye al desarrollo de estrategias jurídicas tanto de los movimientos como de los contramovimientos en el nivel subnacional.
