description The main objective of this dossier is to interweave different university extension experiences from a human rights perspective and to emphasize the commemoration of the 40th anniversary of the recovery of democracy in Argentina. These are 40 uninterrupted years of democracy after successive coups d'état and authoritarianisms that delimited political identities in the recent history of our country. When this call for papers was opened for the first issue of 2023, we did not imagine that the democratic question would be the central issue of the debate in the context of the electoral situation. When this second issue was published, the signifiers of democracy and democracy were completely affected. As never before, denialist discourses and vindicators of State terror are on the rise; public debate is contaminated by hate speeches and proposals for social and economic regression threaten again and again the costly constructions of four decades of democracy. Bastions of democratic life -the policies of "Memory, truth and justice", the centrality of the intergenerational pact with the elderly, the care of the environment or the rights of indigenous communities, the importance of free education and public health and, in particular, the continuity of the public university as we know it- are questioned, vilified and a long collective history of construction of rights is called into question. We write this presentation knowing the results of the ballot of one of the most important presidential elections in national history. The candidate of La Libertad Avanza, Javier Milei, will be the president of Argentina as of December 10 and, for the first time in history, a far-right political force will govern by popular mandate in Argentina. These are crucial moments for the present and the future, we are witnessing a change of era, we are being protagonists of a phenomenon that requires training, clarity and construction of common strategies to face the most devastating reality of the last decades. This current political situation requires new programs, the consolidation of alliances and actions to guarantee fundamental human rights, such as the right to education, health, housing, the right to protest, the right to truth. In the midst of the chaos and collapse of the known structures, we have the social responsibility to reinvent ourselves without forgetting our history. This November 20 was the one year anniversary of the death of Hebe de Bonafini, a video circulated in social networks that remembers her in a rally. She said: "Even if they cover us up, we are here. Even if they put a thousand militiamen in front of us, we are here. Even if they don't like it, we are here. No matter how much they want to cover us up, we are here. And if they kill us, we will continue to be there". The public words of the president of the Mothers of Plaza de Mayo Association, one of the most important leaders of the Human Rights Movement, her denouncements and vehemence set the course in the protests against the policies of impunity and privatizations and in the marches against hunger and unemployment during the 1990s. She bequeathed to us the dignity of resistance in the face of injustice and humanity in the face of cruelty and against the silence of broad sectors of society in the midst of neoliberal policies. One of the greatest teachings of the Mothers, Grandmothers, survivors, Relatives and Daughters is to activate actions and support just causes, even if the horror pretends otherwise. To be in the streets, to continue disputing meanings, to speak out against the silencers of popular struggles, to build ties and networks of solidarity are the only ways of resistance against the plundering and mercantilist state power. Now, in the same way that we assume that the conquests of rights are the consequence of social consensus, it is time to face the popular will regarding the new national representative and the new model chosen. What were the situations of inequality that led to this result? What did the lack of possibilities for upward social mobility mean for some sectors? Why did certain political proposals manage to channel social discontent and not others?

Este dossier tiene como principal objetivo entramar distintas experiencias de extensión universitaria desde perspectivas de derechos humanos y poner énfasis en la conmemoración del 40.° aniversario de la recuperación de la democracia en Argentina. Son 40 años ininterrumpidos de democracia luego de sucesivos golpes de Estado y autoritarismos que delimitaron identidades políticas en la historia reciente de nuestro país.   Cuando se abrió esta convocatoria para el primer número 2023 no imaginábamos que la cuestión democrática iba a centralizar el debate en el marco de la coyuntura electoral. Al editar esta segunda convocatoria, los significantes de la democracia y lo democrático se vieron completamente afectados. Como nunca antes, arrecian los discursos negacionistas y reivindicadores del terror de Estado; el debate público se contamina de discursos de odio y las propuestas de regresividad social y económica amenazan una y otra vez las costosas construcciones de cuatro décadas democráticas. Bastiones de la vida democrática ―las políticas de “Memoria, verdad y justicia”, la centralidad del pacto intergeneracional con lxs adultxs mayores, el cuidado del ambiente o los derechos de las comunidades indígenas, la importancia de la gratuidad de la enseñanza y la salud pública y, en particular, la continuidad de la universidad pública como la conocemos― resultan cuestionados, vilipendiados y se pone en duda una larga historia colectiva de construcción de derechos. Escribimos esta presentación sabiendo los resultados del balotaje de una de las elecciones presidenciales más importantes en la historia nacional. El candidato de La Libertad Avanza,  Javier Milei, será el presidente de la Argentina a partir del 10 de diciembre y, por primera vez en la historia, una fuerza política de ultraderecha gobernará por mandato popular en Argentina. Son momentos cruciales para el presente y el futuro, estamos asistiendo a un cambio de época, estamos siendo protagonistas de un fenómeno que exige formación, claridad y construcción de estrategias comunes para afrontar la realidad más desoladora de las últimas décadas. Esta actualidad política requiere de nuevas programáticas, de la consolidación de alianzas y acciones para garantizar derechos humanos fundamentales, como el derecho a la educación, la salud, la vivienda, el derecho a la protesta, el derecho a la verdad. En medio del caos y derrumbe de las estructuras conocidas, tenemos la responsabilidad social de reinventarnos sin olvidar nuestra historia. Este 20 de noviembre se cumplió un año del fallecimiento de Hebe de Bonafini, en redes sociales circuló un video que la recuerda en una concentración. Ella decía: “aunque nos tapen, estamos. Por más que se pongan mil milicos adelante, estamos. Por más que no les guste, estamos. Por más que nos quieran tapar, estamos. Y si nos matan, seguiremos estando”. Las palabras públicas de la presidenta de la Asociación Madres de Plaza de Mayo, una de las máximas referentes del Movimiento de Derechos Humanos, sus denuncias y vehemencia marcaron el rumbo en las protestas contra las políticas de impunidad y las privatizaciones y en las marchas contra el hambre y la desocupación durante la década de los años 90. Ella nos legó la dignidad de la resistencia ante las injusticias y la humanidad frente a la crueldad y contra el silencio de amplios sectores de la sociedad en medio de políticas neoliberales. Una de las mayores enseñanzas de las Madres, Abuelas, sobrevivientes, Familiares e Hijxs es activar acciones y brindar apoyo a las causas justas, aunque el horror pretenda lo contrario. Estar en las calles, seguir disputando sentidos, hablar frente a los silenciadores de las luchas populares, construir lazos y redes de solidaridad son los únicos modos de resistencia frente al poder estatal saqueador y mercantilista. Ahora bien, del mismo modo que asumimos que las conquistas de derechos son consecuencia de consensos sociales, es momento de afrontar la voluntad popular respecto al nuevo representante nacional y el nuevo modelo elegido. ¿Cuáles fueron las situaciones de desigualdad que condujeron a este resultado? ¿Qué significó para algunos sectores la falta de posibilidades para una movilidad social ascendente? ¿Por qué determinadas propuestas de la política lograron canalizar el descontento social y no otras? O principal objetivo deste dossiê é reunir diferentes experiências de extensão universitária sob a perspectiva dos direitos humanos e enfatizar a comemoração do 40º aniversário da recuperação da democracia na Argentina. São 40 anos ininterruptos de democracia após sucessivos golpes de Estado e autoritarismos que delimitaram as identidades políticas na história recente de nosso país. Quando esta chamada para artigos foi aberta para a primeira edição de 2023, não imaginávamos que a questão da democracia estaria no centro do debate no contexto da situação eleitoral. Quando esta segunda edição foi publicada, os significados de democracia e democracia foram completamente afetados. Como nunca antes, os discursos negacionistas e aqueles que defendem o terror de Estado estão em ascensão; o debate público está contaminado por discursos de ódio e propostas de regressão social e econômica ameaçam repetidamente as construções caras de quatro décadas de democracia. Baluartes da vida democrática - as políticas de "Memória, verdade e justiça", a centralidade do pacto intergeracional com os idosos, o cuidado com o meio ambiente ou os direitos das comunidades indígenas, a importância da educação e da saúde pública gratuitas e, em especial, a continuidade da universidade pública como a conhecemos - são questionados, vilipendiados e uma longa história coletiva de construção de direitos é posta em xeque. Escrevemos esta apresentação conhecendo os resultados das urnas de uma das eleições presidenciais mais importantes da história nacional. O candidato de La Libertad Avanza, Javier Milei, será o presidente da Argentina a partir de 10 de dezembro e, pela primeira vez na história, uma força política de extrema direita governará por mandato popular na Argentina. Esses são momentos cruciais para o presente e para o futuro, estamos testemunhando uma mudança de época, estamos sendo protagonistas de um fenômeno que exige treinamento, clareza e a construção de estratégias comuns para enfrentar a realidade mais devastadora das últimas décadas. A situação política atual exige novos programas, a consolidação de alianças e ações para garantir os direitos humanos fundamentais, como o direito à educação, à saúde, à moradia, o direito de protestar e o direito à verdade. Em meio ao caos e ao colapso das estruturas conhecidas, temos a responsabilidade social de nos reinventar sem esquecer nossa história. O dia 20 de novembro marcou um ano da morte de Hebe de Bonafini, e um vídeo circulou nas redes sociais lembrando-a em uma manifestação. Ela disse: "Mesmo que eles nos cubram, nós estamos aqui. Mesmo que coloquem mil milicianos na nossa frente, estamos aqui. Não importa o quanto eles não gostem, nós estamos aqui. Não importa o quanto eles queiram nos encobrir, estamos aqui. E se eles nos matarem, continuaremos aqui". As palavras públicas da presidente da Associação Mães da Plaza de Mayo, uma das mais importantes líderes do Movimento de Direitos Humanos, suas denúncias e veemência deram o tom dos protestos contra as políticas de impunidade e privatização e das marchas contra a fome e o desemprego durante a década de 1990. Ela nos legou a dignidade da resistência diante da injustiça e da humanidade diante da crueldade e contra o silêncio de amplos setores da sociedade em meio às políticas neoliberais. Um dos maiores ensinamentos das Mães, Avós, sobreviventes, familiares e filhos é ativar ações e apoiar causas justas, mesmo que o horror finja o contrário. Estar nas ruas, continuar disputando significados, falar contra os silenciadores das lutas populares, construir laços e redes de solidariedade são as únicas formas de resistir ao poder estatal saqueador e mercantilista. Agora, da mesma forma que assumimos que as conquistas de direitos são consequência do consenso social, é hora de confrontar a vontade popular em relação ao novo representante nacional e ao novo modelo escolhido. Quais foram as situações de desigualdade que levaram a esse resultado? O que significou para alguns setores a falta de possibilidades de mobilidade social ascendente?
