The results show evidence of the presence of cycles of electoral origin on the total expenditure of the provinces in both periods. In particular, for the 2003-2014 period there is a strong bias towards the current components of spending (consumer spending and current transfers), while the evidence is scarce for the case of capital spending (real direct investment). The cycle is consistently tested for all three items in the full period (1983-2014).

En el presente trabajo se indaga respecto de la existencia de ciclos políticos presupuestarios en las provincias argentinas y la Ciudad de Buenos Aires durante el período 1983-2014, así como también para la etapa signada a nivel nacional por el gobierno del FPV (2003-2014). Para ello, se utiliza el método generalizado de momentos (MGM), trabajando con datos dinámicos de panel. Los resultados arrojan evidencia sobre la presencia de ciclos de origen electoral sobre el gasto total de las provincias en ambos períodos. En particular, para la fase 2003-2014 se tiene un fuerte sesgo hacia los componentes corrientes del gasto (gasto en consumo y transferencias corrientes), mientras que la evidencia es escasa para el caso del gasto en capital (inversión real directa).
