description The featured article proposes to reflect on the relationship between the state, the Covid-19 pandemic, and development in the African continent. In this paper, I aim to demonstrate that, in addition to symbolizing the advancement of African solidarity and seeing integration as a means to solve African challenges, the actions to mitigate the advance of Covid-19 in the African continent, in fact, reflect, to a greater or lesser extent, the African state's detachment from neoliberalism. To this end, a qualitative, interpretative approach is adopted, based on a literature review and analysis of official documents. This paper is structured, apart from the introduction and the final considerations, in three more sections. In the first, we discuss the main characteristics of the relationship between the state and economic development in Africa during the Cold War. Next, we analyze the advance of neoliberalism and its impacts on the relationship between state and development in African countries. Finally, in the third section the main objective is to highlight how African countries acted in the fight against the Covid-19 pandemic.

Este artículo pretende reflexionar sobre la relación entre el Estado, la pandemia de Covid-19 y el desarrollo en el continente africano. De carácter ensayístico, se pretende demostrar que, además de simbolizar el avance de la solidaridad africana y de contemplar la integración como medio para resolver los desafíos africanos, las acciones para mitigar el avance del Covid-19 en el continente africano, en verdad, reflejan, en mayor o menor medida, el desapego del Estado africano al neoliberalismo. Para ello, se ha adoptado un enfoque cualitativo e interpretativo, a partir de una revisión de la literatura y el análisis de documentos oficiales. El artículo está estructurado, amén de la introducción y las consideraciones finales, en tres apartados. En el primero, discutiremos las principales características de la relación entre el Estado y el desarrollo económico en el continente africano durante la Guerra Fría. A continuación, analizaremos el avance del neoliberalismo y su impacto en la relación entre el Estado y el desarrollo en los países africanos. Por último, en la tercera sección el objetivo principal será destacar el modo de actuación de los países africanos en la lucha contra la pandemia de Covid-19. O artigo se propõe a refletir sobre a relação entre Estado, desenvolvimento no continente africano e pandemia da Covid-19. De caráter ensaístico, espera-se demonstrar que, além de simbolizarem o avanço da solidariedade africana vide integração como meio para a solução dos desafios africanos, as ações para mitigar o avanço da Covid-19 no continente africano, em verdade, refletem, em maior ou menor intensidade, o distanciamento do Estado africano com relação ao neoliberalismo. Para tal feito, a metodologia adotada será de abordagem qualitativa e de caráter interpretativo, baseada na revisão da literatura e no uso de documentos oficiais, sendo o artigo estruturado, juntamente a essa introdução e as considerações finais, em mais três seções. Na primeira, buscaremos discorrer sobre as principais características da relação entre Estado e desenvolvimento econômico no continente africano durante a Guerra Fria. Em seguida, analisaremos o avanço do neoliberalismo e seus impactos na relação entre Estado e desenvolvimento nos países africanos. Por fim, na terceira seção o principal objetivo será destacar o modo de atuação dos países africanos na luta contra a pandemia da Covid-19.
