description | The article addresses the loss of power of the union delegates corps and subway workers since a change in strategy from the leading group when they, politically integrate into the national government in 2006 which led to an incipient and gradual bureaucratization: this adaptation was expressed in a progressive deactivation in the struggles. In turn, the alliance between the UTA management, the company and the State contributed to the loss of power. Likewise, the policies of the UTA leadership regarding union delegates and workers are analyzed in their effort to deactivate them. The methodology used was a qualitative and critical analysis linked to documentary and experiential recording techniques. Analysis of public documents (acts of collective bargaining agreements and state files), national newspapers and left-wing parties, semi structured interviews and participant observations of assemblies and mobilizations. The work unfolds the limits of a strategy for adapting the union body to the State endangering certain labor and political gains achieved and retreating in some others. The proposed topic is of interest because between 2006 and 2009 the change of the majority of the union delegates in their relationship with the State, the company and the UTA leadership was manifested more clearly and a process of bureaucratization began. |

El artículo aborda la pérdida de poder del cuerpo de delegados y los trabajadores del subte a partir de un cambio de estrategia de la dirección de la organización sindical de base al integrarse políticamente al gobierno nacional en 2006, lo que los llevó a una incipiente y paulatina burocratización; dicha adaptación se expresó en una progresiva desactivación en las luchas. A su vez, la alianza entre la dirección de UTA, la empresa y el Estado contribuyó a la pérdida de poder. Asimismo, se analizan las políticas de la conducción de la UTA respecto a los delegados y trabajadores en su búsqueda de desactivarlos. La metodología utilizada fue un análisis cualitativo y crítico entroncado con técnicas de registro documental y vivencial; análisis de documentos públicos (actas de Convenios Colectivos de Trabajo y expedientes estatales), periódicos nacionales y de partidos de izquierda, entrevistas semiestructuradas y observaciones participantes de asambleas y movilizaciones. El trabajo despliega los límites de una estrategia de adaptación del organismo sindical con el Estado, poniendo en peligro ciertas conquistas laborales y políticas conseguidas y retrocediendo en algunas otras. El tema propuesto es de interés porque entre 2006 y 2009 se manifestó el cambio de la mayoría de los delegados en su relación con el Estado, la empresa y la conducción de UTA, y comienza un proceso de burocratización.
