However, in a country so open to the penetration of ideas and even of the passions that divide European society, in a country whose youth so often welcomes with dangerous enthusiasm all kinds of generous utopias, it is convenient to mention at every opportunity the benefits received from the institutions themselves in order to tend to revere and strengthen them. |

Bien sé por cierto que no he sido invitado a esta ceremonia para pronunciar un himno a la Constitución. El honroso título de miembro de la corporación científica más reciente entre las academias argentinas, mis varios lustros de profesorado en el derecho constitucional, vuestra autoridad de maestros en la jurisprudencia y vuestra jerarquía de universitarios prestigiosos tan imponente para mí, me inclinan a concretarme a algunas apreciaciones sobre la valoración técnica y moral de nuestra carta magna en el presente. Sin embargo, en un país tan abierto a la penetración de las ideas y aún de las pasiones que dividen la sociedad europea, en un país cuya juventud acoge tan frecuentemente con peligroso entusiasmo toda clase de utopías generosas, es conveniente mencionar en cada oportunidad los beneficios recibidos de las propias instituciones para propender a reverenciarlas y a fortalecerlas.
