Summary:The article which follows presents a conceptual framework for understanding the impact of the reform process on the health sector in Central and Eastern Europe. It first analyzes the positive and negative characteristics of the sector which were inherited from the past. It then examines the various forces of the reform process and the constraints being imposed by the transition. Finally, it presents the strategies for reform that are being adopted by many of the countries in the Eastern and Central Asia region during the early phases of the post-socialist era.
