Privatization : the lessons of experience /

This book reviews experiences with state-owned enterprises (SOEs) and their privatization in developing and industrial countries and extracts salient themes and lessons for the successful design and implementation of such reform. It deals with the privatization of industrial, commercial, manufacturing and service-producing state-owned enterprises in both competitive and noncompetitive markets. It touches only tangentially on privatization of banks and other financial institutions, which raises many additional and different issues -- particularly regulation. Recent trends show that close to 7,000 enterprises have been privatized worldwide since the early 1980 ' s. More than half of these privatizations have taken place in one country -- the former German Democratic Republic. However, the number of divestitures has been also increasing elsewhere. Clarity of objectives and strategy are essential for the success of privatization. This involves identifying and resolving policy tradeoffs; establishing the appropriate scope, pace and sequencing of privatization; and choosing the right methods. Implementation involves decisions on the restructuring of SOEs prior to sale, the pricing of assets and shares, the financing of sales, and the institutional setup for managing privatization.
