Summary:This report is the result of a seminar held to solicit comments on important issues raised in a number of papers presented. The purpose was to obtain information on countries ' s experiences in resolving problems in the higher education sector; to widen the analysis and understanding of possible policy options for the Bank ' s research and lending programs for higher education development; and to help the Bank develop higher education policies through sharing ideas and experiences across a wide range of countries. The main themes covered are: access to higher education; financing; relationship between government and higher education institutions; the role of higher education in developing science and technology; and the role of evaluation.
